One council, and its own trade waste service
Leicester is the biggest city in the East Midlands and a standalone unitary authority. Unlike Birmingham or Manchester, it is not part of a combined authority, so waste rules and infrastructure are coordinated through a single council led by a directly elected City Mayor. For a business, that means one clear chain of authority from policy through to where your waste is treated.
It also means the council competes for your trade waste directly. Leicester City Council runs a Trade Waste Facility at Gypsum Close where you can take your own waste, charged by weight with no VAT, and a sack service where cleansing wardens collect trade sacks left out by businesses. Both are genuine options, and both put the logistics back on you. Most businesses that want waste simply collected on a schedule use a licensed carrier instead. Our job is to put the private option next to the council one so you can see which actually fits, across every LE postcode and the wider Leicestershire area.

Leicester's Commercial Waste Landscape
A snapshot of the sectors we serve across Leicester and where the city's commercial waste goes.
Leicester's commercial waste, shaped by its industries
Leicester's economy still carries a strong manufacturing and textile base alongside its retail and hospitality, and that changes what businesses throw away.
-
Manufacturing and textiles
Frog Island, North Evington and the city's industrial estates keep Leicester's long textile and light-manufacturing heritage alive. The waste here is fabric offcuts, packaging, plastics and higher-volume general waste, often needing balers and collections timed around production runs. -
Belgrave and the Golden Mile hospitality
One of the densest restaurant strips outside the city centre, generating heavy food waste, packaging and glass, with peaks around festivals and events. Early and overnight collections keep the street clear. -
City-centre retail
Highcross, the Haymarket and Gallowtree Gate want compactors and cardboard balers rather than more bins, serviced around a pedestrianised core. -
Offices and the Cultural Quarter
Professional firms and the creative and digital businesses of the Cultural Quarter produce confidential paper, DMR and food waste on working-day schedules. -
Healthcare and education
Leicester Royal Infirmary, Leicester General, the University of Leicester and De Montfort University produce clinical, sharps, confidential and chemical streams needing documented handling. -
Convenience, faith and community venues
Leicester's diverse network of independent shops, community centres and places of worship needs flexible, right-sized collections rather than a one-size contract.
Where Leicester business waste ends up
Leicester's household waste is handled by Biffa Leicester under a long-running council contract that has been in place since 2002 and runs to 2028, with recyclables separated mechanically from black-bin waste at a treatment facility on the edge of the city. Non-recyclable waste from the wider Leicestershire area, commercial waste included, is processed at the Newhurst Energy Recovery Facility near Shepshed, just off the M1 at Junction 23. Run as a joint venture between Encyclis and Biffa, Newhurst can process around 350,000 tonnes a year and generates up to 42MW of electricity, enough for roughly 80,000 homes, diverting waste from landfill around the clock. We arrange collections only with licensed carriers who track waste, so your records are complete.
Gypsum Close or a scheduled collection: which suits your business
Leicester is unusual in giving businesses a workable council route, so it is worth being clear about the trade-offs.
The Gypsum Close Trade Waste Facility sits on the same site as a recycling centre and is open to businesses inside and outside the city. You drive your waste there, separate it into the correct containers yourself, and pay by weight to the nearest 20kg, with no VAT added. It suits trades and small operators with a van and time to make the trip. It does not accept upholstered seating, hazardous waste or electrical goods. The council also offers a trade-waste sack service, where you buy sacks and leave them out for the cleansing team.
A scheduled collection from a licensed carrier suits any business that would rather not run waste to a tip. Bins are delivered to you, collected on a set frequency, and the paperwork is handled. For a café, shop, office or manufacturer producing waste every day, this is almost always the lower-hassle route. Better Waste Solutions arranges it and compares carriers so you are not overpaying for the convenience.
Simpler Recycling and your Leicester business
Simpler Recycling is the national reform of workplace recycling, and Leicester is layering a new weekly household food waste collection on top from April 2026, a sign of how fast separation expectations are moving locally.
From 31 March 2025
All non-micro workplaces in England (10 or more full-time equivalent employees, counted across all sites combined) must arrange separate collections of:
- Food waste
- Dry recyclables (paper, card, plastic, metal)
- Residual (general) waste
Glass usually stays separate, which matters across the Golden Mile and the Cultural Quarter.
Micro-firm deferral
31 March 2027: micro-firms reach the same standard. Leicester's independents in Belgrave and the city centre sit here.
Plastic film from 2027
31 March 2027: plastic film added, a real change for the city's retail, hospitality and manufacturing operators.

FAQs about Leicester commercial waste collection
You can, if it suits you. Gypsum Close is a pay-by-weight trade waste facility, open to businesses inside and outside Leicester, with no VAT on the charge. You transport and separate the waste yourself, and it does not take upholstered seating, hazardous waste or electricals. It works for trades with a van and time. For a business producing waste every day, a scheduled collection is usually simpler, and we compare both so you can decide.
Leicester City Council sells trade waste sacks that you leave out for its cleansing wardens to collect. It suits low-volume premises. For anything more regular, a bin collection from a licensed carrier is generally more practical, and we can price it against the sack option.
No. It is illegal to dispose of commercial or industrial waste at a household waste recycling centre, and the sites are instructed to refuse it. Use the Gypsum Close Trade Waste Facility, or arrange a collection through a licensed carrier.
Yes, every LE postcode and the wider Leicestershire area, including Loughborough, Hinckley, Coalville and Market Harborough, from the Cultural Quarter and the Golden Mile to the industrial units around Frog Island.
Yes, if you have 10 or more full-time-equivalent staff across all sites, since 31 March 2025. Micro-firms have until 31 March 2027. Every quote we arrange is compliant from the start.
No. Leicester dropped its proposed zone in 2021 after meeting its air quality targets, so there is no daily emissions charge for a carrier to pass on. City-centre cost comes from access around the Highcross, the Haymarket and the pedestrianised streets.
You remain responsible. If waste traced to your business is found fly-tipped, you can be fined up to £5,000, and fly-tipping carries an unlimited fine and up to five years' imprisonment. A licensed carrier and your Waste Transfer Notes protect you.
Household waste is managed by Biffa Leicester with recyclables separated at a treatment facility, while non-recyclable waste from the wider area, including commercial waste, goes to the Newhurst Energy Recovery Facility near Shepshed. Private-carrier commercial waste is handled with full tracking.
