Business waste in Leeds is your responsibility, not the council's
This is the single most important thing for a Leeds business to understand. Leeds City Council provides household collections only. It does not offer a commercial waste round for most businesses, which means you are legally responsible for arranging a licensed carrier yourself, or for taking your own waste to a council transfer station. Household bins and household recycling centres are off limits for trade waste, and the council enforces that line.
Leeds is the largest city in West Yorkshire and one of the fastest-growing business economies in the country, with financial, legal and professional services packed into the city centre. The council acts as both collection and disposal authority and works within the West Yorkshire Combined Authority alongside Bradford, Calderdale, Kirklees and Wakefield. The upside for businesses is a city that has already built serious recycling and energy infrastructure. The catch is that connecting to it is on you.
We cover every LS postcode and the wider West Yorkshire area, including Bradford, Wakefield, Huddersfield and Halifax.

Leeds Commercial Waste Landscape
A snapshot of the sectors we serve across Leeds and where the city's commercial waste goes
Leeds commercial waste, sector by sector
Leeds runs on professional services, retail and a large student and hospitality economy, and each produces a different waste mix.
-
Financial, legal and professional services
The city centre and Wellington Place carry one of the biggest concentrations of office employment outside London. The waste here is confidential paper, dry mixed recycling, food waste from staff kitchens and periodic IT and WEEE clearances. We arrange confidential shredding with certificates and collection windows that fit around a nine-to-five floor. -
Student and independent hospitality
Headingley, Hyde Park and the city-centre bars around Call Lane and the Corn Exchange generate heavy glass, food waste and packaging, with sharp seasonal peaks around term times. Early-morning and overnight collections keep bins off the pavement during trading hours. -
Retail
Trinity Leeds, the Victoria Quarter, Briggate and the Merrion Centre through to the independents of Chapel Allerton and Horsforth. Higher-volume sites want cardboard bale presses and compactors rather than more bins. -
Healthcare and education
Leeds General Infirmary, St James's, the universities and the city's schools produce clinical, sharps, confidential and chemical streams that need dedicated, documented handling. -
Manufacturing, logistics and trade
The estates around Hunslet, Cross Green and Stourton produce general waste, DMR and packaging at volume, often on tight loading windows. -
Property and facilities management
Multi-tenant buildings across Whitehall Road and Wellington Place want consolidated collections, one invoice and compliance reporting across a portfolio.
From black bin to district heating: where Leeds waste ends up
Leeds sends less than 3% of its household waste to landfill, one of the lowest rates in the country, and the reason is a piece of infrastructure most people drive past without noticing. The Recycling and Energy Recovery Facility at Cross Green, a 42-metre arched timber building with a green living wall, takes the city's residual waste, pulls out metals for recycling and burns the rest to generate power. Veolia has run it under a partnership with the council since it opened in 2016. It exports around 11MW to the grid and feeds the Leeds PIPES network, piping heat from waste into homes and buildings across the city.
Your commercial waste will not necessarily follow the same path, because private carriers use a range of permitted facilities across the region. What matters for your business is that the carrier is licensed and the waste is tracked. We arrange collections only with carriers who provide full waste tracking, so your records stand up.
The risk of getting business waste wrong in Leeds
Because Leeds businesses have to arrange their own waste, the responsibility for doing it legally sits with you too, and the council takes waste crime seriously. Your duty of care under the Environmental Protection Act 1990 does not end when the waste leaves your bins. If waste traced back to your business turns up fly-tipped and you cannot produce a contract and Waste Transfer Notes, you can be prosecuted. Leeds City Council runs a dedicated Serious Environmental Crime Team, and business prosecutions have run into thousands of pounds. In one case a city shop was ordered to pay more than £5,000 after fly-tipped waste was traced back to it and no trade waste arrangement could be shown.
The common trap is the cheap, cash, no-paperwork collection. If the carrier you hired is not licensed, the liability lands back on you. To help, the council runs the Leeds Accredited Waste Carrier Scheme, a vetted list of local carriers. Every carrier we arrange holds the correct Environment Agency registration, and we keep a copy on your file alongside your transfer notes, so an inspection or a traced fly-tip holds no surprises.
Simpler Recycling and your business in Leeds
Simpler Recycling is the national reform of workplace recycling. Because Leeds businesses arrange their own collections, the responsibility for getting compliant sits squarely with you, and the deadlines are already live.
From 31 March 2025
All non-micro workplaces in England (10 or more full-time equivalent employees, counted across all sites combined) must arrange separate collections of:
- Food waste
- Dry recyclables (paper, card, plastic, metal)
- Residual (general) waste
Glass is usually kept separate, which matters for the Call Lane and Headingley bars.
Micro-firm deferral
31 March 2027: micro-firms under 10 full-time employees reach the same standard. Leeds independents in Headingley, Chapel Allerton and along Kirkstall Road fall here.
Plastic film from 2027
31 March 2027: plastic film is added.

FAQs about Leeds commercial waste collection
No. The council runs household collections only. Businesses in Leeds must arrange their own collection with a licensed carrier, or take their own waste to a council transfer station. Household bins and recycling centres cannot be used for trade waste. We compare licensed carriers so you get a compliant service without the admin.
Leeds City Council operates waste transfer stations that accept trade waste, such as Kirkstall on Evanston Avenue, LS4 2HR. Household waste recycling centres do not accept business waste. If you would rather have it collected, we arrange a scheduled service with a licensed carrier.
Check they are registered with the Environment Agency and that you get a Waste Transfer Note for every collection, which you must keep for two years. The council also runs the Leeds Accredited Waste Carrier Scheme, a vetted local list. Every carrier we arrange is registered, and we hold the licence copy on your file.
You can still be prosecuted. Duty of care means the liability follows your waste even when a third party dumps it. Leeds City Council's Serious Environmental Crime Team pursues these cases, and business fines have exceeded £5,000. Using a licensed carrier and keeping your transfer notes is what protects you.
Yes, every LS postcode and the wider West Yorkshire area, including Bradford, Wakefield, Huddersfield and Halifax, from Wellington Place to the estates at Hunslet and Stourton.
Yes, if you have 10 or more full-time-equivalent staff across all sites, since 31 March 2025. Micro-firms have until 31 March 2027. Every quote we arrange is compliant from the start.
No. Leeds dropped its proposed Clean Air Zone in 2020, so there is no daily emissions charge for a carrier to pass on to you. City-centre cost is driven by access instead, mainly loading restrictions on the Leeds Loop and lift-only collections in office towers.
The city's residual waste is processed at the Cross Green energy recovery facility, run by Veolia, which feeds the Leeds PIPES district heating network. Commercial waste from private carriers goes to a range of permitted facilities, always with full tracking.
